Plants can moderate climate warming, new research shows

Apr. 28, 2013 ? As temperatures warm, plants release gases that help form clouds and cool the atmosphere, according to research from IIASA and the University of Helsinki.

The new study, published in Nature Geoscience, identified a negative feedback loop in which higher temperatures lead to an increase in concentrations of natural aerosols that have a cooling effect on the atmosphere.

"Plants, by reacting to changes in temperature, also moderate these changes," says IIASA and University of Helsinki researcher Pauli Paasonen, who led the study.

Scientists had known that some aerosols -- particles that float in the atmosphere -- cool the climate as they reflect sunlight and form cloud droplets, which reflect sunlight efficiently. Aerosol particles come from many sources, including human emissions. But the effect of so-called biogenic aerosol -- particulate matter that originates from plants -- had been less well understood. Plants release gases that, after atmospheric oxidation, tend to stick to aerosol particles, growing them into the larger-sized particles that reflect sunlight and also serve as the basis for cloud droplets. The new study showed that as temperatures warm and plants consequently release more of these gases, the concentrations of particles active in cloud formation increase.

"Everyone knows the scent of the forest," says Ari Asmi, University of Helsinki researcher who also worked on the study. "That scent is made up of these gases." While previous research had predicted the feedback effect, until now nobody had been able to prove its existence except for case studies limited to single sites and short time periods. The new study showed that the effect occurs over the long-term in continental size scales.

The effect of enhanced plant gas emissions on climate is small on a global scale -- only countering approximately 1 percent of climate warming, the study suggested. "This does not save us from climate warming," says Paasonen. However, he says, "Aerosol effects on climate are one of the main uncertainties in climate models. Understanding this mechanism could help us reduce those uncertainties and make the models better."

The study also showed that the effect was much larger on a regional scale, counteracting possibly up to 30% of warming in more rural, forested areas where anthropogenic emissions of aerosols were much lower in comparison to the natural aerosols. That means that especially in places like Finland, Siberia, and Canada this feedback loop may reduce warming substantially.

The researchers collected data at 11 different sites around the world, measuring the concentrations of aerosol particles in the atmosphere, along with the concentrations of plant gases, the temperature, and reanalysis estimates for the height of the boundary layer, which turned out to be a key variable. The boundary layer refers to the layer of air closest to the Earth, in which gases and particles mix effectively. The height of that layer changes with weather. Paasonen says, "One of the reasons that this phenomenon was not discovered earlier was because these estimates for boundary layer height are very difficult to do. Only recently have the reanalysis estimates been improved to where they can be taken as representative of reality."

On immigration, it?s pathway to citizenship or bust

The lead authors of the Senate immigration reform bill are dug in on the question of whether the final product must include a "pathway to citizenship" for many of the 11 million immigrants living in the U.S. illegally.

The bill will die if it does not include such a pathway, Republican Sen. John McCain of Arizona and Democratic Sen. Chuck Schumer of New York told reporters Thursday.

"There's no way of getting this job done without giving people a path to citizenship," McCain said during a Christian Science Monitor breakfast that Schumer also attended. "To say that you can have a legal status but you can't ever have a path to become a citizen of his country offends our fundamental principles of fairness in this country. I know that that opposition is there; I don't think it's valid and I don't think it's held even by a majority of Republicans, certainly not in the Senate."

Whether unauthorized immigrants should be given the choice to remain here without returning to their home country first has remained a sticking point for some Republicans lawmakers. In an interview with CBS News on Wednesday, Texas Republican Sen. Ted Cruz warned that including a pathway to citizenship would likely "scuttle the bill." Others in the House have said they will refuse any attempts to offer what they call "amnesty" for such immigrants.

According to the language of the Senate bill, those living in the U.S. illegally who arrived before Dec. 31, 2011 must wait up to 13 years to achieve citizenship, and only after undergoing a rigorous application system that includes background checks, proof of access to gainful employment and the paying of back taxes and fines. The federal government will also have to comply with a strict set of enforcement mandates for the pathway provisions to trigger.

During the breakfast meeting, Schumer seconded McCain's prediction about the bill's fate.

"Any attempt to say in the House that you will not have a path to citizenship will be a non-starter, and I say that unequivocally," Schumer said, pounding his fist on the table. "It will not pass the Senate. I don't think it would get a Democratic vote."

"A majority of Republicans support it," Schumer said, before McCain interjected.

"As long as?" McCain said.

"?there's a path," Schumer said. "You earn it."

"Right," McCain added.

McCain also reiterated his warning to Republicans that a failure to pass an immigration overhaul could be devastating to the party in the future. Passage won't automatically gain votes, he said, but it will keep the party competitive.

"If we pass this legislation, it won't gain us a single Hispanic vote. But what it will do is put us on a playing field where we can compete. Right now we cannot compete," McCain said. "It's a demographic certainty that if we condemn ourselves to 15, 20, 25 percent of the Hispanic vote, we will not win elections, but I have no illusions about whether passage of this legislation will gain Hispanic voters. It won't."

The Senate is currently holding hearings about the immigration bill in the Judiciary Committee and supporters say they expect a vote in the chamber by early summer.

(AP) ? The Astoria Police Department's concrete pig is back in the pink and ready for another 20 years of duty.

The Daily Astorian reports (http://bit.ly/ZPr4hW ) the pig was dropped off at the station in 1993 by someone who didn't stay to explain the gift.

Unoffended, the police promptly adopted the animal and left it in place.

But two decades took a toll, washing off the pink paint, pitting the surface, loosening the ears.

Michael Peden, the 16-year-old grandson of a department administrator, took on the restoration chores as an Eagle Scout project.

Now the department has stationed the restored pig in a more prominent location, as it said in a news release, "at the entrance to the Police Department parking area, watching the comings and goings of police officers."

AP Source: Cavs, Mike Brown agree to deal

CLEVELAND (AP) ? Mike Brown and the Cavaliers are getting back together.

Brown, who led the Cavs to the playoffs in all five seasons he coached them from 2005-10, has agreed in principle to a contract to return as their coach for a second time, a person with knowledge of the situation told The Associated Press on Tuesday.

Brown has not yet signed his new deal, but has agreed to take the job, according to the person who spoke on condition of anonymity because negotiations were ongoing. Brown's hiring could be announced as early as Wednesday.

The sides are working through the length of the deal and other matters, but Brown's back with the team he guided to its greatest successes.

Brown went 272-138 and went to the playoffs every season with the Cavs, teaming with LeBron James on a run to the NBA Finals in 2007. He was fired after the Cavs lost to Boston in the 2010 Eastern Conference semifinals, shortly before James decided he was leaving Cleveland as a free agent.

Brown spent one full season with the Lakers, but was fired by Los Angeles five games into this season.

The Cavs have been without a coach since firing Byron Scott last week following his third straight losing season.

One of the main factors in Brown's decision to come back to Cleveland was that he had already planned to move his family back to the area, long before Scott was fired. Brown is also close friends with Cavaliers general manager Chris Grant.

And now that Brown is back in Cleveland, it remains to be seen what impact that could have on James one day returning to the Cavs. He can opt out of his contract with Miami next summer, and there has long been speculation about him coming back home to Northeast Ohio.

The Cavs reached out to other high-profile coaches, including Phil Jackson. But Brown was the only one to interview, and with several other teams looking for coaches, the Cavs needed to act quickly before they were in competition for him.

Scott was fired last week after three seasons following a 24-win season and with one year left on his contract. Scott was strapped with a young, inexperienced squad but owner Dan Gilbert didn't think the Cavs made adequate progress ? especially on defense ? with him so he's handed his team back to the same coach he fired three years ago.

Brown's return to Cleveland isn't really all that surprising.

The Cavs wanted a successful, defensive-minded coach and they had their greatest success in five seasons under Brown, who was certainly helped by having James on his teams. But he has made the playoffs in all six seasons as an NBA head coach, and shown the ability to develop younger players during his first stint with Cleveland.

The Cavs won at least 45 games each season during Brown's tenure and went 66-16 in 2008-09 when he was named NBA Coach of the Year.

His teams in Cleveland always played solid defense, ranking among the top in most categories. James has credited Brown with making him a better defensive player and getting him to understand the importance of defending the basket. Brown, though, was criticized for a stagnant offense that too often relied simply on James' marvelous athletic skills, especially late in games.

Brown was fired by Gilbert after the Cavs were beaten in the 2010 playoffs by Boston. James was accused of quitting on the team during that series and there was tension in the final weeks between the league MVP and his coach.

But Brown's firing was more about Gilbert trying to make James happy and persuade him to re-sign, a strategy that ultimately didn't work when the superstar went to Miami.

Brown left Cleveland on good terms, which would take some of the awkwardness out of his return.

Even before Scott's firing, which seemed inevitable as the Cavs staggered to the end of the season by losing 16 of their last 18, Brown was looking for houses to return to Cleveland. He'll be closer to his oldest son, who will be a freshman basketball player at Butler next season and his younger son intends to finish high school with friends he made when his dad previously coached the Cavs.

Brown is inheriting a team with a bright future. As long as he can stay healthy, All-Star guard Kyrie Irving will only improve and in Anderson Varejao, Dion Waiters, Tristan Thompson and Tyler Zeller, the Cavs have a solid nucleus.

Cleveland has two first-round picks in June's NBA draft, the team has plenty of salary-cap space and Grant said last week that he intends to be aggressive in free agency this summer.

MANILA, Philippines - Henry Sy-controlled upscale property developer and gaming company Belle Corp. has asked Pagcor to allow it to acquire more land in Manila's bayside Entertainment City casino complex.

Speaking on the sidelines of the company's stockholders' meeting on Monday April 22, Armin Antonio Raquel-Santos, deputy head of Belle, said that they?ve asked the Philippine Amusement and Gaming Corp. (Pagcor) for additional 10 hectares of land to be used for another mixed-use casino resort.

Belle, one of 4 groups with licenses to operate in Entertainment City, is pouring $1 billion into its Belle Grande Manila Bay, a project it is now building with regional casino player Melco Crown Entertainment.

So far Belle said they have invested nearly $700 million in the ongoing development, which takes up 6.2 hectares of land.

?We still need more land. We?ve committed to reach the $1-billion mark in investment,? said Raquel-Santos.

Raquel-Santos said the additional land should be acquired in the next one to two years.

Belle Grande is scheduled to open in the third quarter of 2014. The opening was delayed due to Pagcor's rule requiring investors to build a minimum of 800 hotel rooms before opening their casino resorts.

Manuel Gana, executive vice president and CFO of Belle, said their integrated resort would feature branded hotels, including some first entrants.

?Unlike the other resorts, we'll be complete when we open. We will have all entertainment and thematic attractions. It won?t be a piecemeal approach,? he said.

Another licensee, Bloomberry Resorts Corp., led by Enrique Razon Jr., launched its Entertainment City casino project Solaire last March.

Financial results

According to Gana, Belle's first-quarter 2013 financial results to be released Tuesday, April 23 have been "fantastic" and would "set the trend for the next year."

In 2012, Belle's net income almost tripled to P556 million from P200 million in 2011.

Officer Dang Van Hanh said Monday the live snakes were taken to a wildlife rescue center near the capital where they treated before being released into the wild.

King?cobras?are the world's longest venomous snake, and grow up to 5.5 meters (18) feet.

The meat of the king?cobras?is considered a delicacy by some in Vietnam, where hunting and trading the snakes is banned. The snakes are also sometimes preserved in traditional medicines.

The snakes, which were kept in green sacks, were seized Friday.

Hanh said the car driver told officers he was paid to transport them. Local media reported he was paid under $50.

Today was a day that I look to every year for the past three years and this year was extra special. This year was my boy's first time at this event. Yesterday, he wasn't real pumped about it. After we were done today, he said that he had an awesome time and that he wanted to do this again next year for sure.

My daughter has been on board since day one. Every year, we make sure that we take a picture of her and her team leader (one of the MSU players) and has it framed. This year she wants it on her wall. Her team leader today was a great guy. He interacted great with the kids and spent some quality time with my daughter on a few drills.

This year, it was a little different since there was snow on the ground outside. Everything was inside and for one of the rotations, we got to go into the players meeting rooms, weight room, players lounge and all of that good stuff. Man, those players have it good.

    3 Places to Know to Understand the Boston Bombing

    Chechnya

    The two brothers identified as the Boston marathon bombing suspects, Tamerlan Tsarnaev and his brother Dzhokhar, are ethnic Chechens who probably lived in nearby areas in Central Asia before immigrating legally to the United States. Because the region is known as a breeding ground for radical Islamic terrorists?Chechens have been connected with terrorist attacks in Russia, Afghanistan, Iraq, and Africa?this connection will be a focal point of the investigation into their motives, if indeed the brothers are confirmed as the Boston bombers.

    The brutal Russian suppression of Chechnya in 1995 and 2000 did two things: radicalize a generation of Chechans and spread hundreds of thousands of refugees across the globe. It would appear that these two were among the young diaspora from that conflict. Would the brothers have taken their grievances with them, or were they radicalized here in the United States? It's impossible to know, but it's probably a mix of both. The connectedness of the globe has ensured that anyone with interest can hear a terrorist message, become involved, research bomb making, and learn evasion tactics. You don't need to travel overseas to get terrorist training.

    The brothers have been in the United States for many years, including their most formative ones. Dzhokhar, 19-year-old resident of Cambridge, Mass., immigrated legally to the United States as a child. He was on the high school wrestling team; one classmate told a local NESS station, "We didn't think he was anywhere near capable of anything like this?He wasn't a loner or anything." His older brother Tamerlan was 26 and may have had more direct experience with the refugee experience; fewer people are rushing forward to describe him and he has fewer public records.

    It's easy to suppose that the older brother was not as well adjusted, and may have led his younger sibling into a radical path. That is all guesswork for now, but the reason this theory is easy to swallow is that it's familiar. Many terrorists are motivated by family ties, and cells routinely recruit family members because they are trustworthy and reliable.

    Boston

    The homeland security debate will be reinvigorated, and much of the talk will center on Boston. One area of interest is the use of video cameras, and this event showcases the uses and limits of current video technology. In short, camera are great for solving crimes but, as currently used, inefficient at preventing them. The pro-camera side will argue for even more cameras, possibly imbued with algorithms that employ facial recognition, or can alert law enforcement to anomalies like a backpack that has not moved for a while. In fact, the ACLU says, the camera network in Boston was installed with such upgrades.

    But those enhancements would not have prevented the Boston bombing. Big crowds make smart video ineffective, and the brothers were not on a terrorist watch list (that we know of). The use of explosive-sniffing dogs, a more observant police presence, and a hyper-aware population are more obvious improvements.

    Another part of the security debate is guns. The pair had access to firearms, killed at least one person with them, and got in a shootout with police. This could cast a national security shadow on the current gun control debate?however, these two would have cleared any gun checks that exist or are proposed. Expect the pro-gun advocates to argue that when terrorists run amok through the streets, carjacking vehicles, holding up convenience stores, and killing people, an armed populace could make soft targets a little harder.

    Mumbai

    The Boston bombings are reminiscent of the 2008 attacks in Mumbai, India. And that's bad news. The Mumbai attacks involved bombings followed by a shooting spree. The attackers had no exit strategy except a violent death. It was a new way of pulling off terrorist acts, as opposed to hijackings and assassinations.

    Terrorist attacks that come in waves are more complex to plan and require pretty steely discipline to execute. A suicide bomber is scary because he can infiltrate anywhere, but after that singe act, their part is over. In an odd way it's an easier attack to pull off, psychologically. A spree terrorist has a more aggressive, damaging outlook. These kinds of attackers will spread the chaos and fear as long and far as possible. The antidote for Mumbai-style attacks are heavily armed, quick reaction teams of police officers. The way to bust a cell before it strikes is a local police intelligence network of informants and surveillance. Neither of these are comfortable for the public in a democracy.

    It may be that the Tsarnaev brothers had a poor plan, or none at all, for after the marathon bombing. But security forces must prepare for these organized waves of attacks.

    Verizon confirms Samsung Galaxy S4 coming in May

    No date was given, but previous leaked information points to May 30

    Verizon has confirmed that the Samsung Galaxy S4 will be available on their network during the month of May via Twitter this afternoon. We've previously seen a May 30 date leaked from Staples for the Verizon version of the S4, but no actual date was given today.

    As just about every other US carrier has given out release information on their version of the Galaxy S4, it' nice to see Verizon say something -- even if it is just the month. With May right around the corner, I've a feeling we'll know more soon. Of course, we'll let you know as soon as we do.

    Boston blast debris may reveal investigation clues

    The ingenuity of the twin Boston Marathon explosives will offer important clues to investigators trying to solve the case, a former FBI bomb technician told Yahoo News Tuesday.

    ?How they placed their tape or insulators, all the way down to how they tie the wires together,? said Danny Defenbaugh, the retired special agent who led the 1995 Oklahoma City bombing probe.

    A team of specialized investigators has been dispatched to the race finish-line area in Boston where scores of victims were maimed by flying shrapnel when the two improvised explosive devices were detonated seconds apart.

    Defenbaugh said the agents will try to recover the blasting accessories and other components so they can reconstruct the device.

    ?Many times how the bomb was constructed will lead to a bomb?s signature and maybe identify a group or sometimes an actual individual who committed the crime,? said Defenbaugh, who supervised more than 150 bomb investigations during his 33-year career.

    It was a vehicle identification number from a charred Ryder moving truck which helped the FBI quickly trace the Oklahoma City bombing to Timothy McVeigh and Terry Nichols. The pair had rented the truck and packed it full of explosives, killing 168 people and injuring at least 680 people at the Alfred P. Murrah Federal Building in Oklahoma City on April 19, 1995.

    ?We have to be very, very careful and allow the evidence to point the direction,? he said.

    Defenbaugh cautioned any pundits who may be painting the Boston bombs as unsophisticated.

    ?If you construct it, and it blows up as designed and explodes and you haven?t killed yourself, then it is pretty sophisticated,? he said.

    The deadly Boston bombs were contained in 6-liter pressure cookers and hidden in black duffel bags on the ground, the Associated Press reported Tuesday afternoon. Pressure cookers have been recovered in foreign and domestic terrorist activity in recent years. An IED fashioned from a pressure cooker was found after the failed attempt to set off a bomb in Times Square in May 2010.

    Boston police commissioner Eric Davis said Tuesday morning that the suspect is not believed to be among the deceased.

    ?The three deceased are all victims as far as I know,? Davis said.

    A European security official told the Associated Press on Tuesday that the initial evidence strongly suggests the tragedy was not carried out by suicide bombers.

    "So far, investigators believe it was not the work of suicide bombers, but it is still too early to rule it out completely," said the official, who spoke from the United States on condition of anonymity because he was not authorized to speak about the U.S. investigation.

    Defenbaugh scoffed at eliminating suspects too early.

    ?It was undoubtedly a terrorist attack, however I?d be very careful in trying to subcategorize it as international or domestic,? he said. ?History has proven that?s just not wise.?

    Investigators probe jet's crash into sea in Bali

    BALI, Indonesia (AP) ? Indonesian investigators on Sunday began working to determine what caused a new Lion Air passenger jet to miss a runway while landing on the resort island of Bali, crashing into the sea without causing any fatalities among the 108 on board.

    The National Transportation Safety Committee is examining the wreckage of the Boeing 737-800 that snapped in half before coming to a stop in shallow water near Bali's airport on Saturday, said Transportation Ministry spokesman Bambang Ervan.

    He said aviation authorities had already removed the plane's flight data recorder and were planning to tow the aircraft to a beach. Divers were searching for the cockpit voice recorder located in the tail. Experts are examining what could have caused the crash, including whether wind shear may have played a role.

    All 101 passengers and seven crew members were safely evacuated from the budget carrier's flight, which came from Bandung, the capital of West Java province. Some swam from the wreckage, while others were plucked from the water by rescuers in rubber boats. Dozens suffered injuries, but most had been released from local hospitals by Sunday.

    "I couldn't wait to land in Bali when the cabin suddenly turned dark. I heard a sound like an explosion and water was coming in," recalled Irawati, a 60-year-old woman who uses one name, like many Indonesians.

    "I heard people shouting frantically: 'The plane crashed! Get out! Get out!' I did not even have the energy to move my body," she said. "I was so weak and frightened, and I was asking a flight attendant for help before I passed out."

    Irawati told The Associated Press from her hospital bed that when she regained consciousness, the pilot and co-pilot were putting a life jacket on her and helping her down a rubber ladder. She was then pulled onto a surfboard by rescuers. She suffered neck injuries.

    Another survivor, Andi Prasetyo, who is now staying at a hotel, said there was no warning of any problem.

    "The cabin crew had already announced that we would be landing shortly, and I was so excited when I saw the ocean getting closer, but suddenly ... it fell," he said. "I can't believe that the plane actually landed on the sea, and everything changed to dark. It was full of horrific screaming. None of us remembered about the life jackets under our seats. Everybody rushed to get out of the plane."

    Officials said there were three foreigners on board ? two Singaporeans and a French national ? all of whom suffered slight injuries.

    Lion Air spokesman Edward Sirait said the plane crashed about 50 meters (164 feet) ahead of the runway. The weather was cloudy with rain at the time of the incident.

    He said the Boeing 737-800 Next Generation plane was received by the airline last month and was declared airworthy. The plane had landed in two other cities on Saturday prior to the crash.

    Given that the aircraft was new, Sydney-based aviation expert Tom Ballantyne said a technical or mechanical problem would seem unlikely. He said it was fortunate that the plane landed flat in shallow water rather than nose-diving or hitting deep water, where it could have quickly been submerged.

    "I'm surprised. The airplane split in two upon impact," he said, estimating it was likely traveling close to 300 miles (483 kilometers) per hour.

    "It was coming into land and hit the water very hard. It's a miracle nobody was killed," Ballantyne said.

    It was unclear whether human error may have played a role in the accident, and Sirait said the pilot was experienced, logging 10,000 flying hours. However, Indonesian aviation analyst Ruth Simatupang, a former investigator at the National Safety Transportation Committee, suspects some sort of miscalculation involving the landing.

    "Something was obviously wrong with the pilot, and wind shear is a possibility that could lead to an unstable approach," she said. Sudden changes in wind speed or direction can lift or smash aircraft into the ground during landing.

    The pilot and co-pilot will be grounded for two weeks for tests to ensure they were healthy during the flight and for questioning by investigators. They also have undergone alcohol and drug testing, and the preliminary results were negative, Herry Bakti Gumay, a Transportation Ministry official, told a news conference Sunday. In the past two years, three pilots, one co-pilot and a flight attendant from Lion Air have been arrested for illicit drug use.

    The airline said it planned to suck the remaining fuel from the undamaged tanks in the plane's wings before towing it at high tide to avoid destroying the area's coral reefs. Bali is one of Asia's most popular destinations, drawing millions of vacationers with its world-class surf and beautiful beaches.

    Rapidly expanding Lion Air is Indonesia's top discount carrier, holding about a 45 percent market share in the country, a sprawling archipelago of 240 million people that's seeing a boom in both economic growth and air travel. The airline has been involved in six accidents since 2002, four of them involving Boeing 737s and one resulting in 25 deaths, according to the Aviation Safety Network's website.

    Lion Air is currently banned from flying to Europe due to broader safety lapses in the Indonesian airline industry that have long plagued the country. Last year, a Russian-made Sukhoi Superjet-100 slammed into a volcano during a demonstration flight, killing all 45 people on board.

    Indonesia is one of Asia's most rapidly expanding airline markets, but is struggling to provide qualified pilots, mechanics, air traffic controllers and updated airport technology to ensure safety.

    Lion Air, a private company which started flying in 2000, signed a $24 billion deal last month to buy 234 Airbus planes, the biggest order ever for the French aircraft maker. It also gave Boeing its largest-ever order when it finalized a deal for 230 planes last year. The aircraft will be delivered from 2014 to 2026 as the airline positions itself to take on AirAsia, which dominates budget travel in the region.

    The collaborative study, conducted by a group led by Masato Tashiro of the Influenza Virus Research Center, National Institute of Infectious Diseases, and Yoshihiro Kawaoka of the University of Wisconsin-Madison and the University of Tokyo, appears in the current edition (April 11, 2013) of the journal Eurosurveillance. The group examined the genetic sequences of H7N9 isolates from four of the pathogen's human victims as well as samples derived from birds and the environs of a Shanghai market.

    "The human isolates, but not the avian and environmental ones, have a protein mutation that allows for efficient growth in human cells and that also allows them to grow at a temperature that corresponds to the upper respiratory tract of humans, which is lower than you find in birds," says Kawaoka, a leading expert on avian influenza.

    The findings, drawn from genetic sequences deposited by Chinese researchers into an international database, provide some of the first molecular clues about a worrisome new strain of bird flu, the first human cases of which were reported on March 31 by the Chinese Center for Disease Control and Prevention. So far, the new virus has sickened at least 33 people, killing nine. Although it is too early to predict its potential to cause a pandemic, signs that the virus is adapting to mammalian and, in particular, human hosts are unmistakable, says Kawaoka.

    Access to the genetic information in the viruses, he adds, is necessary for understanding how the virus is evolving and for developing a candidate vaccine to prevent infection.

    Influenza virus depends on its ability to attach to and commandeer the living cells of its host to replicate and spread efficiently. Avian influenza rarely infects humans, but can sometimes adapt to people, posing a significant risk to human health.

    "These viruses possess several characteristic features of mammalian influenza viruses, which likely contribute to their ability to infect humans and raise concerns regarding their pandemic potential," Kawaoka and his colleagues conclude in the Eurosurveillance report.

    Kawaoka, a faculty member in the UW-Madison School of Veterinary Medicine who also holds a faculty appointment at the University of Tokyo, explains that the majority of the viruses in the study -- from both humans and birds -- display mutations in the surface protein hemagglutinin, which the pathogen uses to bind to host cells. Those mutations, according to Kawaoka, allowed them to easily infect human cells.

    In addition, the isolates from patients contained another mutation that allows the virus to efficiently replicate inside human cells. The same mutation, Kawaoka notes, lets the avian virus thrive in the cooler temperatures of the human upper respiratory system. It is in the cells of the nose and throat that flu typically gains a hold in a mammalian or human host.

    Kawaoka and his colleagues also assessed the response of the new strain to drugs used to treat influenza, discovering that one class of commonly used antiviral drugs, ion channel inhibitors which effectively bottle up the virus in the cell, would not be effective; the new strain could be treated with another clinically relevant antiviral drug, oseltamivir.

    In addition to Kawaoka and Tashiro, co-authors of the Eurosurveillance report include Tsutomu Kageyama, Seiichiro Fujisaki, Emi Takashita, Hong Xu, Shinya Yamada, Yuko Uchida, Gabriele Neumann and Takehiko Saito.     Japan, U.S. agree on Tokyo joining Trans-Pacific trade talks

    TOKYO (Reuters) - Japan and the United States have agreed on a deal to allow Tokyo to join talks on a U.S.-led Asia-Pacific free trade pact that Prime Minister Shinzo Abe is making a keystone of his strategy to open Japan's economy and spur long-sought growth.

    The agreement brings Japan closer to entering talks on the Trans-Pacific Partnership (TPP), which Japan hopes to participate in as early as July.

    "Japan and the United States have reached an agreement on Japan's participation in the TPP talks," Abe told reporters on Friday after a meeting with cabinet ministers. "I think Japan's national interests are protected under this U.S.-Japan agreement," he said, adding he hoped Tokyo could take part in the negotiations as soon as possible.

    Abe last month announced his decision to join the trade talks - despite fierce opposition from Japan's politically powerful farm lobby - as part of a "third arrow" in his "Abenomics" policy triad, after fiscal spending and drastic monetary policy easing.

    Japan needs formal approval by all 11 participating countries in order to take part in the trade talks. If Japan does join, the pact would cover almost 40 percent of world economic output.

    The U.S.-Japan agreement allows the White House to give Congress 90-days' notice that it plans to start trade negotiations in time for Japan to participate in a July round of TPP talks.

    U.S. labor groups had been concerned about the impact of removing U.S. tariffs on autos. Japanese media have reported that Tokyo and Washington agreed that the United States could keep tariffs of 2.5 percent on Japanese cars imports and 25 percent on imported trucks. The bilateral agreement also covered insurance and farm goods, the reports said.

    New Zealand Trade Minister Tim Groser said last month the TPP member nations could formally decide whether to allow Japan into the talks when the 21-member trade officials meet in Indonesia on April 20-21 for the annual meeting of the Asia-Pacific Economic Cooperation forum.

    Countries in the trade talks include Canada, Mexico, Australia, Chile, Peru, Singapore, Malaysia, Vietnam, Brunei and the 11 member nations aim to strike a deal by the end of this year.
