Last year's floods in Thailand caused hard drive shortages after wreaking havoc on a number of electronics manufacturers, but new stats from IHS iSuppli indicate that the HDD market for PCs has fully recovered and is poised to hit an all time high. The firm expects 524 million units for internal use in PCs to ship this year, besting the previous record by 4.3 percent. What's giving the recovery an added boost? According to the analytics group, the extra demand comes courtesy of Windows 8 and Ultrabooks. Unfortunately for deal hounds, the company noted in a report earlier this year that prices aren't expected to dip below the pre-flood range until 2014. If IHS iSuppli projections hold true, total annual hard drive shipments could reach 575.1 million by 2016.

Top Democrats are pushing tax writers in both the House and Senate to close the tax loopholes that likely allowed Mitt Romney to use a savings vehicle for middle class workers to build a nearly $100 million retirement fortune.
Romney?s financial disclosures have famously revealed that his tax-deferred individual retirement account holds upwards of $100 million, an uncomfortable demonstration of enormous wealth, but moreover a source of key ethical questions.
IRAs were designed to allow workers to nest away modest sums of money each year, tax deferred, to finance a middle class retirement. There?s even a legal limit ? now $6,000 ? on how much each IRA holder can contribute annually.
Romney?s managed to amass more than 100,000 times that much.
So early last month, Reps. Chris Van Hollen (D-MD), George Miller (D-CA) and Sander Levin (D-MI) wrote to the Treasury and Labor departments to make an example of Romney. They asked federal tax officials to explain whether the tax strategy Romney likely used to mushroom his IRA ? circumventing the contribution limit by undervaluing assets ? is legal, how much revenue it costs the U.S. treasury each year, and whether it should be forbidden.
In response, Mark Mazur, assistant treasury secretary for tax policy, said the scope of the problem remains unknown, but the government knows it exists and is examining ways to curb the practice.
?[T]he IRS has pursued these issues diligently and last year convened a working group to study ways of improving compliance and enforcement in this area,? Mazur wrote. ?The group will consider whether any statutory changes would be helpful to this effort.?
Miller and Van Hollen see that as a jumping off point ? both to bring Romney?s IRA back into the political spotlight, but also for tax law writers, who will be forced to address this and similar loopholes if and when they overhaul the tax code next year.
?[T]he Internal Revenue Service is currently studying ways to prevent abuse of tax-preferred individual retirement accounts (IRAS) for tax evasion purposes,? the Democrats wrote to the chairs and ranking members of the House Ways and Means Committee and the Senate Finance Committee. ?We encourage you to consider this particular area of law as Congress considers tax reform legislation or other legislation that would address the fiscal cliff in a balanced way.?

WASHINGTON (AP) ? Citing national security risks, President Barack Obama on Friday blocked a Chinese company from owning four wind farm projects in northern Oregon near a Navy base where the U.S. military flies unmanned drones and electronic-warfare planes on training missions.
It was the first time in 22 years that a U.S. president has blocked such a foreign business deal.
Obama's decision was likely to be another irritant in the increasingly tense economic relationship between the U.S. and China. It also comes against an election-year backdrop of intense criticism from Republican presidential challenger Mitt Romney, who accuses Obama of not being tough enough with China.
In his decision, Obama ordered Ralls Corp., a company owned by Chinese nationals, to divest its interest in the wind farms it purchased earlier this year near the Naval Weapons Systems Training Facility in Boardman, Ore.
The case reached the president's desk after the Committee on Foreign Investments in the United States, known as CFIUS, determined there was no way to address the national security risks posed by the Chinese company's purchases. Only the president has final authority to prohibit a transaction.
The administration would not say what risks the wind farm purchases presented. The Treasury Department said CFIUS made its recommendation to Obama after receiving an analysis of the potential threats from the Office of the Director of National Intelligence.
Morrow County planner, Carla McLane, said the projects had won county approval and construction was under way until CFIUS issued an order in July that halted construction. She said she does not know what the security concerns were.
Each of the four projects consists of five turbines, each with a two-megawatt capacity, for a total of 10 megawatts per project, or a total of 40 for the four. As the crow flies, McLane said, the projects are about 10 miles from the bombing range ? as it's known locally.
The military has acknowledged that it used the Oregon Naval facility to test unmanned drones and the EA-18G "Growler." The electronic warfare aircraft accompanies U.S. fighter bombers on missions and protectively jams enemy radar, destroying them with missiles along the way.
At the Oregon site, the planes fly as low as 200 feet and nearly 300 miles per hour.
The last time a president used the law to block a transaction was 1990, when President George H.W. Bush voided the sale of Mamco Manufacturing to a Chinese agency.
In 2006, President George W. Bush approved a CFIUS case involving the merger of Alcatel and Lucent Technologies.
The Treasury Department said in a statement that Obama's decision is specific to this transaction and does not set a precedent for other foreign direct investment in the U.S. by China or any other country.
China's trade advantage over the U.S. has emerged as a key issue in the final weeks of the presidential campaign. Romney accuses Obama of failing to stand up to Beijing, while the president criticizes the GOP nominee for investing part of his personal fortune in China and outsourcing jobs there while he ran the private equity firm Bain Capital.
Both campaigns are running ads on China in battleground states, especially Ohio, where workers in the manufacturing industry have been hard-hit by outsourcing.
Obama, in an interview Wednesday with The Plain Dealer of Cleveland, said the U.S. must push hard against Beijing but "not go out of our way to embarrass" China.
"We're not interested in triggering an all-out trade war that would damage both economies," Obama said.
The president has the power to void foreign transactions under the Defense Production Act. It authorizes the president to suspend or prohibit certain acquisitions of U.S. businesses if there is credible evidence that the foreign purchaser might take action that threatens to impair national security.
CFIUS is chaired by the treasury secretary. The secretaries of state, defense, commerce, energy and homeland security are also on the committee. The director of national intelligence is a non-voting member.
Earlier this month, Ralls sued the national security panel, alleging CFIUS exceeded its authority when it ordered the company to cease operations and withdraw from the wind-farm developments it bought. Ralls asked for a restraining order and a preliminary injunction to allow construction at the wind farms to continue. The firm said it would lose the chance for a $25 million investment tax if the farms were not operable by Dec. 31.
In a statement Friday, Tim Kia, a lawyer for Ralls, said the project posed no national security threat and said "the President's order is without justification, as scores of other wind turbines already operate in the area."
Ralls dropped its request for a preliminary injunction this week after CFIUS allowed the firm to resume some pre-construction work. With the lawsuit, continuing, the firm's lawyers were expected to react quickly to the administration decision, said a person familiar with the lawsuit who insisted on anonymity because of the sensitive legal repercussions.
Ralls' legal team includes Paul Clement and Viet Dinh, two top law veterans of President George W. Bush's administration. Both men were key players in Bush's aggressive national security operation.
Clement, who was solicitor-general and argued administration positions before the Supreme Court, has since opposed the Obama administration's health care plan and defended the Defense of Marriage Act before the top court.
Dinh, a former assistant attorney general who was the main architect of the Bush administration's anti-terror USA Patriot Act, has lately served as a director and legal adviser to Rupert Murdoch's News Corporation.
A second Chinese firm stymied by CFIUS urged U.S. authorizes this week to investigate their firm to quell fears of ties to China's military. Huawei Technologies Ltd. announced in early September that it would unwind its purchase of U.S.-based computer firm 3Leaf Systems after the deal was rejected by CFIUS.
Huawei, one of the world's largest producers of computer network switching gear, has repeatedly struggled to convince U.S. authorities that they can be trusted to oversee sensitive technology sometimes used in national security work. In 2008, CFIUS concerns led Huawei and private equity firm Bain Capital to abandon an $2.2 billion deal to buy a firm that produces anti-hacking software for the U.S. military

ScienceDaily (Sep. 27, 2012) ? Anyone who owns an electronic device knows that lithium ion batteries could work better and last longer. Now, scientists examining battery materials on the nano-scale reveal how nickel forms a physical barrier that impedes the shuttling of lithium ions in the electrode, reducing how fast the materials charge and discharge. Published last week in Nano Letters, the research also suggests a way to improve the materials.
The researchers, led by the Department of Energy's Pacific Northwest National Laboratory's Chongmin Wang, created high-resolution 3D images of electrode materials made from lithium-nickel-manganese oxide layered nanoparticles, mapping the individual elements. These maps showed that nickel formed clumps at certain spots in the nanoparticles. A higher magnification view showed the nickel blocking the channels through which lithium ions normally travel when batteries are charged and discharged.
"We were surprised to see the nickel selectively segregate like it did. When the moving lithium ions hit the segregated nickel rich layer, they essentially encounter a barrier that appears to slow them down," said Wang, a materials scientist based at EMSL, the Environmental Molecular Sciences Laboratory, a DOE user facility on PNNL's campus. "The block forms in the manufacturing process, and we'd like to find a way to prevent it."
Lithium ions are positively charged atoms that move between negative and positive electrodes when a battery is being charged or is in use. They essentially catch or release the negatively charged electrons, whose movement through a device such as a laptop forms the electric current.
In lithium-manganese oxide electrodes, the manganese and oxygen atoms form rows like a field of cornstalks. In the channels between the stalks, lithium ions zip towards the electrodes on either end, the direction depending on whether the battery is being used or being charged.
Researchers have known for a long time that adding nickel improves how much energy the electrode can hold, battery qualities known as capacity and voltage. But scientists haven't understood why the capacity falls after repeated usage -- a situation consumers experience when a dying battery holds its charge for less and less time.
To find out, Wang, materials scientist Meng Gu and their collaborators used electron microscopy at EMSL and the National Center for Electron Microscopy at Lawrence Berkeley National Laboratory to view how the different atoms are arranged in the electrode materials produced by Argonne National Laboratory researchers. The electrodes were based on nanoparticles made with lithium, nickel, and manganese oxides.
First, the team took high-resolution images that clearly showed rows of atoms separated by channels filled with lithium ions. On the surface, they saw the accumulation of nickel at the ends of the rows, essentially blocking lithium from moving in and out.
To find out how the surface layer is distributed on and within the whole nanoparticle, the team used a technique called three-dimensional composition mapping. Using a nanoparticle about 200 nanometers in size, they took 50 images of the individual elements as they tilted the nanoparticle at various angles. The team reconstructed a three-dimensional map from the individual elemental maps, revealing spots of nickel on a background of lithium-manganese oxide.
The three-dimensional distribution of manganese, oxygen and lithium atoms along the surface and within the particle was relatively even. The nickel, however, parked itself in small areas on the surface. Internally, the nickel clumped on the edges of smaller regions called grains.
To explore why nickel aggregates on certain surfaces, the team calculated how easily nickel and lithium traveled through the channels. Nickel moved more easily up and down the channels than lithium. While nickel normally resides within the manganese oxide cornrows, sometimes it slips out into the channels. And when it does, this analysis showed that it flows much easier through the channels to the end of the field, where it accumulates and forms a block.
The researchers used a variety of methods to make the nanoparticles. Wang said that the longer the nanoparticles stayed at high temperature during fabrication, the more nickel segregated and the poorer the particles performed in charging and discharging tests. They plan on doing more closely controlled experiments to determine if a particular manufacturing method produces a better electrode.

With so much drama around the?Maps app in the latest?iPhone software upgrade, people are excited about a report that Google should have a new iOS Maps app out by year's?end.
In iOS 6, Apple's newly released?mobile operating system upgrade, the Cupertino-based company decided to do away with the Maps app created by Google and replaced it with its own version. While the change has clear strategic advantages ? why should Apple give its chief competitor a featured spot on the iOS home screen ? people were justifiably riled up because?Apple's new Maps app is still in its infancy (despite being powered by TomTom's widely used?Tele Atlas maps).?
Though the furor got out of hand ? for most people, the maps work fine and the app brings a free turn-by-turn navigation service to the iPhone for the first time ? Apple's solution is not as solid as Google's well-established version. There were some pitchforks, there were some torches, and there were a lot of dramatic blog posts.
If people are finally calming down, it's at least in part to do with the fact that?they aren't limited to the apps which are built into iOS 6 as well as the likelihood that Google will develop a new?Maps app for iOS. And now, according to a report in the New York Times, that is indeed what is happening.
Google is building this app for the iPhone (and iPad), and is "seeking to finish by the end of the year," says the Times' report. The delay is in part due to the fact that Google wants to build a pretty 3-D version of its Maps for Apple users, says the report, and may consider combining the existing Google Earth app for iPhone with the new Maps app.
This information comes via "people involved with the effort who declined to be named because of the nature of their work," so naturally a small amount of?skepticism?should be maintained.
As far as any official word goes, all we know is that on Tuesday, during a press event in Tokyo, Google's executive chairman Eric Schmidt said that that the company had "not done anything yet" in regards to a Google Maps app for iOS.?This could easily to?posturing (why not sell a few more Android phones while the anger is high?).?
Any decision regarding whether a Google Maps app would be accepted into the Apple App Store would have to be made by Apple, Schmidt explained, according to Reuter's Kevin Krolicki, but since Apple permits many would-be competing apps from Google, Amazon and others, it seems likely that a Google?Maps app would go through just fine.?

Smart cities, fast networks and clever phones offer brilliant new possibilities for making games and play in public spaces. But when you are off the sofa and out of the living room, designing a coherent experience becomes all the more important. Here, I consider how to use new technologies for making play.
Choose the right tech
Ask yourself, are you making an experience for a specific
device, to run across platforms or online? Do people need special
equipment to participate? GPS and RFID are the easiest technologies
to use, but you need to understand their affordances and then test,
test, test (with real people). GPS will drift around, so make this
part of the experience rather than a fault.
Consider social factors
Is your experience made for people to play on their own
or with others? This will effect the technology you use: a family
game might not work brilliantly if everyone has to crowd around one
phone. Noise, screen glare, weather, traffic and network strength
all need to be considered. Build in ways for people to share their
experience, but be sure about how much you want them to reveal.
Context is important
Design your experience with its setting in mind -- the
key is to augment the real world, rather than distract or bombard
your audience. But remember public spaces are chaotic, multi
sensory places. Can you only play your game in one location
(because specific points of geography trigger clues, media or
interaction) or can you play anywhere? Portability means
scalability but magic moments are created when game and location
seamlessly collide.
Manipulate interactions
How do you want people to interact with the experience? Change
could be triggered by movement, button press, screen tap, gesture
or length of time spent in a particular location. Make sure people
are clear on what they are supposed to do and how to re-set/get
help if things go wrong.
Refine production
If your experience is rich with video and audio, you need to
decide how you want it to look. Not everything needs to be
broadcast quality, especially with a small screen, but effects like
3D/binaural sound can be particularly effective if you want to
create immersion.

NEW YORK (AP) ? Viewers of Katie Couric's talk show were doubtless surprised on Monday when, during the discussion of eating disorders, Couric disclosed that she had had her own struggles with that cruel, sometimes deadly condition.
"I wrestled with bulimia all through college and for two years after that," she said, describing the guilt she felt at eating a single cookie or chewing a stick of gum that wasn't sugar-free.
But the bulk of the show was devoted to her guests, who included experts on the subject as well as its sufferers, notably singer and new "X Factor" judge Demi Lovato.
During the hour, Couric said little more about her experience, which she had never before made public.
"I kind of hesitated to even bring it up," she told The Associated Press after the taping. "But I felt that if I expect people on my show to be honest, then, when relevant, I owe it to people watching to be honest myself.
"I wanted to focus on my guests," she said, "while acknowledging one of the reasons this issue is so important to me: I went through it."
It's all part of a balance Couric is striving for on her new syndicated daytime show, "Katie," between sharing her experiences and turning her show into a personal confessional.
But in an exclusive interview with the AP, Couric, 55, shared details about the illness that first plagued her as a senior at Yorktown High School in Arlington, Va.
It began, she said, when she learned she had been turned down by the college she most wanted to attend.
Couric was a likely candidate for an eating disorder.
"Like a lot of young women, I was struggling with my body image," she said, "and feeling like I wasn't good enough or attractive enough or thin enough."
She termed her figure at the time as "curvy," and not the cultural ideal, which she identified as "five-foot-eight and weighing 115 pounds. It can be so difficult to embrace the body that you have if it doesn't fit with the ideal. Women get praised for being super-thin, so you keep striving to be that way."
She said her disorder "ebbed and flowed" through the years.
"Some periods were worse than others, when I was binging and purging a lot," she said. "I'd have a piece of gum that wasn't sugarless and then say, 'Oh! I've been bad,' and then feel so terrible that I would eat and throw up. It was awful.
"But what I'm describing is something so many people have gone through or are going through," she noted, "and it's so damaging, both psychically and physically."
Couric attended the University of Virginia, then landed her first job at the ABC News bureau in Washington, D.C. And even then, she was waging a battle with food.
With the help of a therapist, she had a grip on her condition by her early 20s, though "it didn't mean that I didn't still have issues and feel bad about myself."
But since then, she said, "I've learned how to have a much healthier relationship with food, and how to enjoy my life without obsessing about food."
She said she was glad she had shared with viewers her ordeal with bulimia, "because it's so commonplace."
And it's not the first time Couric has let the public in on a personal ordeal. Her audience shared her pain from the death of her husband, Jay Monahan, of colon cancer in 1998. The tragedy led Couric, then a co-anchor of "Today," to become an advocate for colon cancer awareness and for colonoscopies. In 2000, she underwent a colonoscopy on the air.
"The educational aspect far outweighed any personal embarrassment I might have felt," she explained. "I had just lost my husband at 42 to this No. 2 cancer killer of men and women. I had a bully pulpit from which I could implore people to take steps that could potentially save their lives. It was a no-brainer."
In the future, viewers of "Katie" can expect her to confide in them again when it feels right.
"I don't think there are any huge revelations about myself that need to be shared or would be appropriate to share," she said. "But I'm trying to strike the right balance of talking about my situation, but not focusing on it so much that I'm being put on the couch."

"In 2012, he is a man with gray hair and a spotty record," wrote the Financial Times Germany,? arguing that the president offered no new ideas or visions for a second term in the White House.
The Berlin-based left-wing daily taz.die tagezeitung wanted to hear more of a road map from President Obama, commenting:?"Barack Obama is still a good rhetorician. But he didn't have that much to say." It gave former President Bill Clinton credit for the best speech in North Carolina.
Germans, like millions of people around the globe, fell in love with the charismatic politician who took the global stage four years ago and spoke in a voice very different from that of former President Bush, with whom Europe had a tumultuous relationship. And expectations were high once again before last night's speech.
But analysis of Obama's speech occurs now in the framework of a four-year record in office. "The self-proclaimed healer of the nation and the planet became a disheartened retailer who sells political light fare," sticking to what goes down easily, wrote the Frankfurt-based Frankfurter Allgemeine Zeitung. The paper demanded more content from Obama than just asking for four more years.?
Munich-based Sueddeutsche Zeitung criticized Obama for not delivering a vision for America, writing that "compared to Michelle Obama and Bill Clinton, he delivered the poorest speech ? and missed out on a huge chance." He was more passionate than Mitt Romney in Tampa, Fla., last week, but that wasn't a great surprise to anyone. What was missing was a new slogan a lot of people were hoping for, the paper said.
Although Obama's speech got only average grades in Germany, the country is still rooting for him. As Spiegel Online put it in its analysis: "He was more president than campaigner." The Hamburg-based online publication argued that it could be enough simply to win against Mr. Romney in November, not blaming him for being more pragmatic in his approach: "It was a president, cornered by the Republican opposition."
And the weekly Die Zeit pointed out that the world might have seen just a pragmatic politician last night in Charlotte, N.C.
"Despite all disillusion and disappointment, he still has this huge persuasive power to show why he ? in contrast to his challenger Mitt Romney ? is the better choice to lead a battered nation into a better future," the paper opined.
The prize for the most telling headline of all, though, goes to the Austrian daily Der Standard: "When Obama became reality."

ATLANTA, Sept 23 (Reuters) - Tour Championship winner Brandt Snedeker and runner-up Justin Rose were among a host of players who delivered sparkling form in the final event of the PGA Tour's regular season ahead of next week's Ryder Cup.
With the triumphant Snedeker leading the way, nine members of the 12-man American team finished in the top 15 at East Lake Golf Club and Englishman Rose was one of three European players to follow suit.
The entire U.S. Ryder Cup team competed in the elite field of 30 at the Tour Championship while just five of the players who will represent Europe next week at Medinah Country Club outside Chicago took part.
"It's been a real good ebb-and-flow between the American team and European team," Rose told reporters after firing a one-over-par 71 in Sunday's final round to finish three shots behind Snedeker.
"Obviously with Snedeker winning, the needle might be swinging in favor of the Americans. But I think it's set up for a great week in Chicago. Two great teams, all in the top 40 in the world, something like that.
"It's probably as strong as it's ever been between the two teams. All 12 of their guys played this week, and only five of ours did. We'll see how that plays out."
Northern Irish world number one Rory McIlroy, who tied for 10th at the Tour Championship where he had been bidding for a third successive victory in the PGA Tour's playoffs, was equally thrilled by the recent form of his peers.
"You look at how the Ryder Cup players have played over the past few weeks, and they've been at the top of the leaderboards. They've been winning, they've been contending, it's great," the 23-year-old smiled.
"I just hope that we're all still as fresh for next week. It's been a long run. I think everyone's going to take the day off tomorrow, the ones that have played here, chill out and just get ready for the Ryder Cup because it's a long week.
"Not just with the golf and how much golf you have to play, but all the commitments you have outside of that. It's a draining week, and you've got to really conserve your energy."
Snedeker is one of four rookies on the U.S. team that will host holders Europe at Medinah next week and he is expecting a fiery baptism in the emotional pressure cooker of the biennial team competition.
"I'm not under any illusion of being calm next week," the American said after winning his fourth title on the PGA Tour. "I know it's going to be a very pressure-packed week.
"But I am going to use today as a huge thing to fall back on next week. I played against the best in the world this week for 72 holes and I beat them.
"Nothing's going to happen next week that's going to change that fact, so I'm going to use it as confidence. I'm playing the best golf of my career. And I look forward to getting up there next week and playing some even better golf."
