Oregon State generated the biggest one-year turnaround in school history and could secure its third 10-win season by beating Texas in the Alamo Bowl today in San?Antonio.

The Longhorns? They are trying to reverse a three-year slide from the days when 10 wins were just a footnote on the way to BCS?bowls.

Beating the 15th-ranked Beavers tonight would be another baby step back to the elite for Mack Brown and company, with still a long way to go. Texas followed a loss to Alabama in the 2009 BCS championship game with a shocking 5-7 record ? the only losing season in 15 under Brown ? and an 8-5 mark last year that included a Holiday Bowl win over?Cal.

Lose to Oregon State, and the Longhorns (8-4) will have a second straight eight-win season and a long offseason to think about a three-game losing streak,?too.

Mike Riley has had to do a little rebuilding of his own after leading the Beavers (9-3) to 10 wins in 2006 and three more winning seasons after that. Oregon State matched Texas at 5-7 in 2010, then slipped to 3-9 a season?ago.

The person spoke to the AP on condition of anonymity because the school wasn?t releasing the names of the suspended players. The person said the players broke?curfew.

Brown addressed the situation during a news conference Friday and referred to a KENS-TV report that police were investigating two unidentified Texas players in an alleged sexual assault at a San Antonio?hotel.

No deal in sight as deadline for fiscal deal nears

WASHINGTON (AP) ? A last-gasp effort Thursday to avoid automatic tax increases and spending cuts got off on the same convulsive, partisan tone that marked congressional attempts to resolve the impasse before lawmakers left Washington to go home for Christmas.

With a Dec. 31 deadline for an agreement to avert the so-called "fiscal cliff" rapidly approaching, leaders in each party demanded the other side take the initiative. The new flare-up happened despite a round of calls that President Barack Obama made to congressional leaders by phone Wednesday night from Hawaii before he boarded Air Force One to head home from vacation.

Obama's plane landed in late morning at a suburban Maryland Air Force base, not long after Majority Leader Harry Reid took to the Senate floor to chastise House Republicans who last week opposed Speaker John Boehner's efforts to pass a narrowly crafted bill. Boehner's "Plan B" would have raised tax rates only on the very wealthiest Americans. But the opposition within his own party caucus forced the Ohio Republican to cancel a vote on the bill.

Reid charged Thursday that the House was "being operated with a dictatorship of the speaker."

"John Boehner seems to care more about keeping his speakership than about keeping the nation on sound financial footing," the Nevada Democrat said on the Senate floor.

Upon his return from a brief vacation, Obama was facing what has become a familiar 11th-hour scenario ? one the GOP says is his fault ? and even a stopgap solution was in doubt.

Without congressional action, current tax rates will expire on Dec. 31, resulting in a $536 billion tax increase that would touch nearly all Americans. Moreover, the military and other federal departments would have to cut $110 billion in spending.

But while economists have warned about the economic impact of tax hikes and spending cuts of that magnitude, both sides are increasingly proceeding as if Congress could still act in January in time to retroactively counter the effect on most taxpayers and government agencies without causing economic harm.

The issue has been Obama's first test of muscle after his re-election in November. Obama ran on a theme of having the wealthy pay a greater share toward deficit reduction with a focus on raising upper tax rates for individuals earning $200,000 or more and couples making more than $250,000. In negotiations with Boehner toward a deficit reduction plan of more than $2 trillion over 10 years, he offered to increase that threshold to $400,000, but those negotiations collapsed.

House GOP leaders this week put the burden on Reid, urging him in a statement Wednesday to take up a House-passed bill that would extend current tax rates to all taxpayers, a bill Obama has vowed to veto.

Reacting to Reid's floor remarks Thursday, Boehner spokesman Brendan Buck said: "Harry Reid should talk less and legislate more if he wants to avert the fiscal cliff. The House has already passed legislation to do so."

The White House said Obama, before leaving Hawaii, called Boehner, Reid, Senate Minority Leader Mitch McConnell and House Minority Leader Nancy Pelosi. The White House statement said the president got an update on the "fiscal negotiations," but offered no detail on who, exactly, was negotiating and whether those talks were getting anywhere.

McConnell's office said Obama's phone call was the first from a Democrat on the fiscal cliff since Thanksgiving.

Last Friday, Obama and Reid voiced support for a proposal that would extend current rates to taxpayers with earnings up to $200,000 and families with earnings up to $250,000. Taxpayers above those thresholds would see their top rates rise. The proposal would have included extended aid to unemployed workers and some surgical cuts to avoid steeper and broader spending cuts.

For the Senate to act would require a commitment from McConnell not to demand a 60-vote margin to consider the legislation on the Senate floor. McConnell's office says it's too early to make such an assessment because Democrats have not put forward a specific plan and have been unclear on whether extended benefits for the unemployed would be paid for with cuts in other programs or on how it would deal with an expiring estate tax, among other issues.

The questions hanging over Washington Thursday centered on whether Reid would offer a specific piece of legislation, whether McConnell would allow it to proceed to a vote on the Senate floor and, if the Senate bill passed, whether Boehner would then call House lawmakers back to Washington to vote on it. All those issues remained unresolved, and success before the end of the year appeared a long shot at best.

Reid said the GOP-controlled House easily could have passed a White House-approved plan with a majority of Democratic votes and a few dozen Republican votes. But House leaders generally avoid such tactics, because they might alienate the Republican caucus and jeopardize the speaker's job.

The House has passed a Republican plan to avert the fiscal cliff, and the Senate has passed a Democratic version. Their deficit-reduction projections differ by hundreds of billions of dollars over 10 years.

Adding to the mix of developments pushing toward a "fiscal cliff," Treasury Secretary Timothy Geithner on Wednesday informed Congress that the government was on track to hit its borrowing limit on Monday and said he would take "extraordinary measures as authorized by law" to postpone a government default.

Still, he added, uncertainty about the outcome of negotiations over taxes and spending made it difficult to determine how much time those measures would buy.

(AP) ? President Barack Obama and House Speaker John Boehner pushed ahead on negotiating a broad deal to avert the "fiscal cliff," even as the GOP leader readied a backup plan Tuesday to pressure the White House with little time left to avoid a double hit on the economy.

With exactly two weeks to automatic tax hikes and spending cuts, Boehner offered a measure, dubbed "plan B," that would cancel tax increases due to take effect Jan. 1 on everyone earning $1 million or less, while allowing tax increases on those earning more than that amount.

Boehner insisted that his plan would address the burgeoning deficits and that the president has failed to produce a balance plan in weeks of post-election negotiations.

But the speaker's alternative was a non-starter with the White House and Democrats, and perhaps more damaging to its prospects, got a frosty reception from rank-and-file House Republicans in a morning closed-door meeting.

"The president is willing to continue to work with Republicans to reach a bipartisan solution that averts the fiscal cliff, protects the middle class, helps the economy, and puts our nation on a fiscally sustainable path," White House spokesman Jay Carney said. "But he is not willing to accept a deal that doesn't ask enough of the very wealthiest in taxes and instead shifts the burden to the middle class and seniors."

GOP aides said the leadership strategy is to pass the alternative plan in the House and send it to the Senate. There, Republicans would use their clout to block Democratic alternatives.

Even as he offered his alternative plan, Boehner indicated that negotiations with Obama continue on avoiding the fiscal cliff. Economists inside and outside the government have warned that the combination of spending cuts and tax hikes could stall a weak recovery and threaten a new recession.

"I continue to have hope that we can reach a broader agreement with the White House" that would cancel the tax increases and spending cuts now poised to begin in early January, Boehner, R-Ohio, told reporters.

But he said when it comes to offering a package that balances tax increases with spending cuts, "The president is not there yet."

Boehner presented his alternative to his GOP caucus, which reacted coolly to any plan that includes an increase in the tax rate. Conservatives and tea partyers signaled that Boehner faces a tough time rounding up the votes.

"I think it's a terrible idea," said Rep. Raul Labrador, R-Idaho. "For a lot of reasons."

When asked whether there was enough support among fellow Republicans to pass it, Labrador said, "I do not."

Rep. Jason Chaffetz, R-Utah, said he is in favor of preventing tax hikes for as many taxpayers as possible, but he's not ready to support Boehner's plan.

"I didn't see enough specificity to support it," Chaffetz said.

Rep. Jim Jordan of Ohio, the outgoing chairman of the conservative Republican Study Committee, said, "I'm not doing cartwheels over it, that's for sure."

Jordan said Boehner's plan crosses a dangerous line by enacting higher tax rates for anyone.

"I think it's a mistake for the Republican Party, so that's what I think a lot of members are struggling with," said the Ohio Republican.

In the Senate, Democratic Leader Harry Reid said the Boehner plan could not pass and urged the speaker to work out an agreement with the president.

"Now is the time to show leadership, not kick the can down the road," Reid said. "Speaker Boehner should focus his energy on forging a large-scale deficit reduction agreement. It would be a shame if Republicans abandoned productive negotiations due to pressure from the tea party, as they have time and again."

In addition to allowing a tax increase for million-dollar earners, the Boehner plan would prevent an expansion of the alternative minimum tax that would otherwise hit 28 million middle- and upper-class Americans with an average $3,700 increase on their 2012 tax returns.

The plan also would extend the current maximum 35 percent tax rate on inheritance, exempting the first $5 million. That tax rate is slated to rise to 55 percent on Jan. 1, with only a $1 million exemption.

Under the plan, the automatic, across-the-board spending cuts of $1.09 trillion to domestic and defense programs would go into effect.

Boehner said GOP efforts to cull savings from Medicare by increasing the eligibility age from 65 to 67 could wait until next year. That source of savings had been an important demand from Republicans earlier in Boehner's negotiations with the White House.

Boehner aides said the call for a separate tax bill does not mean the Republican is cutting off negotiations with Obama on averting the full slate of tax hikes and spending cuts due to take effect next year. Obama and Boehner have each made significant concessions in recent days, signaling a new stage in the negotiations.

Boehner's latest move is an attempt to give Republicans political cover if Washington fails to reach a deal before the end of the year and taxes increase on all income earners.

In the negotiations, the president has dropped his long-held insistence that taxes rise on individuals earning more than $200,000 and families making more than $250,000. He is now offering a new threshold of $400,000 and lowering his 10-year tax revenue goals from the $1.6 trillion he had argued for a few weeks ago.

Obama and Boehner met privately at the White House on Monday, and then spoke again on the phone later that night. Boehner huddled with House GOP members on Capitol Hill Tuesday morning to discuss the status of the talks and review Obama's latest offer.

"We have to stop whatever tax rate increases we can," Boehner said in the meeting, according to prepared remarks released by an aide. "In the absence of an alternative, as of this morning, a "modified Plan B" is the plan."

Unless Congress acts, tax rates will increase on all income earners on Jan. 1. Boehner first opposed raising rates on any income earners, including the wealthiest Americans, but agreed on Friday to accept an increase in tax rates for taxpayers who earn more than $1 million. Boehner's plan would raise about $1 trillion in taxes over 10 years.

In return, Obama also abandoned his demand for permanent borrowing authority. Instead, he is now asking for a new debt limit that would last two years, putting its renewal beyond the politics of a 2014 midterm election.

And in a move sure to create heartburn among some congressional Democrats, Obama is proposing lower cost-of-living increases for Social Security beneficiaries, employing an inflation index that would have far-reaching consequences, including pushing more people into higher income tax brackets.

Those changes, as well as Obama's decision not to seek an extension of a temporary payroll tax cut, would force higher tax payments on the middle class, a wide swath of the population that Obama has repeatedly said he wanted to protect from tax increases.

As public posturing has given way to pragmatism, both sides still seem willing to lock in on a substantial agreement rather than just putting off a fiscal day of reckoning. To that end, Obama has conceded that a big bargain would require giving up some of his proposals.

"I understand that I don't expect the Republicans simply to adopt my budget," he said during his post-election news conference last month. "That's not realistic. So, I recognize we're going to have to compromise."

Despite signs of progress, there are still plenty of disputes to iron out. And people familiar with Obama's proposal were careful not to describe it as his final offer.

The Obama plan seeks $1.2 trillion in revenue over 10 years and $1.2 trillion in 10-year spending reductions. Boehner aides say the revenue is closer to $1.3 trillion if revenue triggered by the new inflation index is counted, and they say the spending reductions are closer to $930 billion if one discounts about $290 billion in lower estimated debt interest.

Ah, the month of December, when thoughts turn to mistletoe, eggnog and excruciatingly painful trips to the mall. However, Android users could find solace in Google's recently launched "surprise calendar countdown" giveaway program that promises a daily store offer until January 1st, 2013. Scientists discover evidence of giant panda's population history and local adaptation

Dec. 16, 2012 ? A research team, led by Institute of Zoology of Chinese Academy of Sciences and BGI, has successfully reconstructed a continuous population history of the giant panda from its origin to the present. The findings suggested whereas global changes in climate were the primary drivers in panda population fluctuation for millions of years, human activities were likely to underlie recent population divergence and serious decline. This work reveals a good example for assessing and establishing the best conservation method for other endangered species.

The latest study was published online in Nature Genetics.

The giant panda is the rarest member of the bear family. Looked upon as the ambassador for all endangered species, it is a well-recognized symbol of international wildlife conservation. The giant panda is currently threatened by continued habitat loss, human persecution, among others. Its dietary specialization, habitat isolation, and reproductive constraints have led to a perception that this is a species at an "evolutionary dead end," destined for deterministic extinction in the modern world.

In this study, researchers carried out whole genome resequencing of 34 wild giant pandas and found the current six geographic populations of giant panda could be divided into three genetic populations, including Qinling (QIN), Minshan (MIN) and Qionglai-Daxiangling-Xiaoxiangling-Liangshan (QXL). Through reconstructing giant panda's population history, they found several important evolutionary events such as two population expansions, two bottlenecks and two population divergences.

The giant panda has a very special bamboo diet, while its ancestor was omnivorous or carnivores. As early as about 3 Myr ago, they probably had already completed their dietary swift and pygmy panda emerged with bamboo as its primary diet. The warm and wet weather at that time provided ideal conditions for the spread of bamboo forests that further led to the first population expansion of giant panda. However, about 0.7 Myr ago, the panda population began to decline due to the two largest Pleistocene glaciations happened in China, and its first population bottleneck occurred at about 0.3 Myr ago. During that period, pygmy panda was gradually replaced by another subspecies -- baconi panda that has larger body size.

After the retreat of the Penultimate Glaciations, giant panda's second population expansion happened and it reached its population peak between 30~50 thousand years (kyr) ago. The warm weather in the Greatest Lake Period (30~40 kyr ago) and alpine conifer forest may play an important role in the flourishing of the panda population. However, during the period of last glacial maximum (LGM), the climate was cold, dry, and inhospitable with frequent storms and a dust-laden atmosphere. Under such harsh environment, extensive panda habitats were loss and its second population bottleneck occurred.

The more recent panda population history showed that the panda population separated into Qinling (QIN) and non-QIN populations at about 0.3Myr ago, and then the non-QIN cluster diverged into two populations, the Minshan (MIN) and Qionglai-Daxiangling-Xiaoxiangling-Liangshan (QXL) at about 2.8 KYA ago. Subsequently, the three populations were different in the ways of fluctuation. For example, there was a drastic decline in the QIN, a slight increase in the MIN and a more remarkable growth in the QXL populations.

Researchers identified the signals of panda's local adaptation. They found the largest group of selected genes in these populations was related to sensory system. However, the two genes, Tas2r49 and Tas2r3, were associated with bitter taste and were under directional selection between the QIN and non-QIN populations, showing no signal of directional selection between MIN and QXL populations.

As a form of olfactory communication, odor perception is crucial for reproduction and survival of giant pandas in the dense forest. Researchers found the MIN and QXL populations had fewer directionally selected genes than QIN and non-QIN, suggesting less variation happens in the selection processes between MIN and QXL. They also found the evidence that population fluctuations were driven by global climate shifts, but recent human activities have likely caused population divergence and the serious recent decline.

Shancen Zhao, Project Manager from BGI, said, "We have identified three genetic populations of giant panda for the current six geographic populations lived in western of China. The varied local adaptations found in our study provide invaluable resource for researchers to better select effective conservation methods to rescue the giant panda even other endangered species. The translocation of wild-caught individuals or releasing the captive-bred ones may be a feasible approach. "

'Missing' polar weather systems could impact climate predictions

Dec. 16, 2012 ? Intense but small-scale polar storms could make a big difference to climate predictions according to new research from the University of East Anglia and the University of Massachusetts.

Difficult-to-forecast polar mesoscale storms occur frequently over the polar seas, however they are missing in most climate models.

Research published December 16 in Nature Geoscience shows that their inclusion could paint a different picture of climate change in years to come.

Polar mesoscale storms are capable of producing hurricane-strength winds which cool the ocean and lead to changes in its circulation.

Prof Ian Renfrew, from UEA's School of Environmental Sciences, said: "These polar lows are typically under 500 km in diameter and over within 24-36 hours. They're difficult to predict, but we have shown they play an important role in driving large-scale ocean circulation.

"There are hundreds of them a year in the North Atlantic, and dozens of strong ones. They create a lot of stormy weather, strong winds and snowfall -- particularly over Norway, Iceland, and Canada, and occasionally over Britain, such as in 2003 when a massive dump of snow brought the M11 to a standstill for 24 hours.

"We have shown that adding polar storms into computer-generated models of the ocean results in significant changes in ocean circulation -- including an increase in heat travelling north in the Atlantic Ocean and more overturning in the Sub-polar seas.

"At present, climate models don't have a high enough resolution to account for these small-scale polar lows.

"As Arctic Sea ice continues to retreat, polar lows are likely to migrate further north, which could have consequences for the 'thermohaline' or northward ocean circulation -- potentially leading to it weakening."

Alan Condron from the University of Massachusetts said: "By simulating polar lows, we find that the area of the ocean that becomes denser and sinks each year increases and causes the amount of heat being transported towards Europe to intensify.

"The fact that climate models are not simulating these storms is a real problem because these models will incorrectly predict how much heat is being moved northward towards the poles. This will make it very difficult to reliably predict how the climate of Europe and North America will change in the near-future."

Prof Renfrew added: "Climate models are always improving, and there is a trade-off between the resolution of the model, the complexity of the model, and the number of simulations you can carry out. Our work suggests we should put some more effort into resolving such storms."

The Eastern Mangroves Hotel about 15 minutes from the Central Business District of Abu Dhabi is a luxurious base for business in the UAE capital as well as offering the chance to explore the mangroves opposite or relax in a sumptuous Anatara spa after a busy day.

This is Anatara?s first business hotel in the UAE but its two other Abu Dhabi hotels are already very popular: the palace of the desert, the Qasr Al Sarab and the Desert Islands Resort on the nature reserve of Bani Yas Island. If you want to combine business with pleasure then it is easy enough to stay in the same chain to maintain the same very high standards of hospitality.

Welcoming style

Indeed Anatara has become something of the face of Abu Dhabi?s new tourism industry. The Eastern Mangroves is an excellent addition. It has some beautiful Arabian-themed interior spaces including a large lobby with a wide selection of dates and coffee to greet guests in traditional style.

For business users there are extensive meeting room facilities and a full-size ballroom suitable for conferences. It?s a great corporate hotel with a generous terrace overlooking the mangroves that is popular for major events. There is an open air swimming pool but not beach.

Downstairs there are two restaurants. First, the Ingredients all-day dining restaurant whose amazing champagne Friday brunch should not be missed with its blend of Arabic, European, Japanese and Chinese cuisine. Even in the decadent modern UAE few brunches serve up a whole bloc of foie gras on the table or have chefs from quite as many countries.

For fine dining the Thai restaurant, Pachaylen also looked superb. And for a view from the top of the hotel there is a snazzy cocktail lounge with a roof top terrace. This is an elegant place with perfectly made cocktails and the style of a serious nightclub although this is one thing it is not.

Minimalist chic

The hotel?s 222 rooms and suites are all minimalist chic with stunning marble bathrooms in the latest fashion, flat-screen TVs, free WiFi, coffee machine, fruit basket and a terrace with a view over the mangroves. We hired a kayyak and spent a couple of hours touring the mangroves, a fairly demanding activity and only for the physically fit. You might like to train in the hotel?s huge gym first.

Finally nobody who stays at this hotel should miss the Anatara spa, the signature strength of this hotel chain that originally hails from Thailand. It is also a very fine piece of interior design. The treatment rooms feature natural light coming through a shower enclosure, for example, and the rooms for the traditional Turkish hamman treatments are quite exquisite.

The staff throughout the hotel are multilingual and very helpful. We thought this hotel a great new option for anybody visiting Abu Dhabi on business being about half-way between the airport and city centre and providing every possible business amenity, plus the opportunity to unwind.

Meath East TDs Shane McEntee and Regina Doherty have welcomed the announcement by Finance Minister Michael Noonan that householders with homes suffering from pyritic heave will receive a waiver from the Local Property Tax.

Minister McEntee stated: "I am happy for the homeowners and I think that this recognition of the problem they are dealing with is another step in the right direction. This will not just affect the estates where pyrite has been confirmed but also the individual homes that have also been tested and have come up positive. It would be completely unfair and unjust to expect people to pay a property tax on a home that is in a sense worthless."

Regina Doherty said: "I expressed concerns last week when the Finance Bill was published, as it did not contain any specific reference to pyrite properties. I suggested that waivers should be granted. The issue has been raised with the Minister for Finance, who has agreed with this approach.

"People living in homes affected by pyrite have been through an awful couple of years. They took out huge mortgages to buy properties either as family homes or sound investments. What they have been left with are properties that are in many cases uninhabitable. Being forced to pay the property tax would have been another blow for these families; thankfully common sense has prevailed.

She said there is a long road ahead for pyrite householders. Progress needs to be made on a resolution process set out in the report from the Pyrite Panel, as published by Minister Hogan earlier this year.

"Action has not been as swift as I would like on the testing and categorisation of homes; a process which is essential before remediation works can be commenced."

Family confirms Jenni Rivera?s remains are identified

Jenni Rivera?s family has confirmed that her body has been positively identified, following statements by state officials that DNA tests on her remains had been verified Thursday.

?We have received 100 percent confirmation that my sister Jenny has gone to be with the Lord,? her brother Pedro Rivera, Jr. said in a press conference outside father Pedro Rivera?s Los Angeles-area home on Thursday. ?They did show pictures to my brothers of the body, but not the full body. Juan ?was able to say ?that was my sister? and he said ?I don?t need more.? Gus also said that was our sister.??

Rivera added that the two brothers, who?arrived to the?scene of the tragic incident?on Wednesday, did not wait for the DNA results to confirm that their sister had passed away in the plane crash.

?They didn?t have to wait for the DNA,? explained Rivera. ?They just knew it was my sister and now they are flying back to Los Angeles with the body.?

A Mexican state official had confirmed Thursday afternoon that Jenni Rivera?s remains?had been positively identified, ending days of speculation surrounding the Mexican-American star?s death in a plane crash near Monterrey in northern Mexico on Dec. 9.

Nuevo Leon state security spokesman Jorge Domene, a spokesman for Nuevo Leon State, said that DNA tests confirmed Rivera?s remains,?reported a?Telemundo reporter on the scene. ?The 43-year-old entertainer?s remains have been cremated and delivered to her brother, musician Lupillo Rivera.

The remains?of Rivera?s entourage ? her makeup artist, stylist, publicist and attorney, as well as the two pilots who navigated the Learjet 25 plane ? who accompanied her on the flight following her sold out concert at Arena Monterrey were also been identified by The Forensic Medical Service of Monterrey, Mexico, the Associated Press.

Saavedra had previously told reporters that she still had hopes her daughter would be found alive.

At the press conference Thursday, Pedro Rivera, Jr. stated that plans would soon be underway for a free public service in remembrance of the deceased singer in Los Angeles. He also added that arrangements would be made to organize a concert in her memory as well and that any details about his sister?s will would be disclosed at a later date by their younger sister Rosie.

Queen Elizabeth II gets art trove as jubilee gift

LONDON (AP) ? What do you get the woman who has everything? Britain's Royal Academy of Arts has presented Queen Elizabeth II with works by some of the country's leading artists to mark the monarch's 60 years on the throne.

The 97 works on paper include a royal portrait by Tracey Emin, a celebratory Diamond Jubilee drawing done on an iPad by David Hockney and pieces by Antony Gormley, Anish Kapoor and Grayson Perry.

All the artists are members of the Royal Academy, the elite artistic society founded in 1768.

The artworks will go on public display at Buckingham Palace next year.

Martin Clayton, senior curator of prints and drawings at the Royal Collection Trust, on Friday called the gift "a vivid cross-section of the best of contemporary British art."

Woo, who appeared on one of our most popular Engadget shows ever, has built a light-sensing version of that instrument controlled by an AC sequencer. No computers are used in the all-analog device, which is played by moving sliders and dials that vary the intensity of eight lamps installed in front of the musician.
